New requirements on energy efficiency slow down real estate transactions, Chamber of Notaries warns

According to the new provisions of the Law on Construction, the sellers of the buildings or their parts (e.g. appartments) must present the Certificate of energy efficiency to the buyer. Notaries enforce such provisions. The amendments took effect on January 9, 2013.

"The Chamber of Notaries believes that the new requirements will slow down the process of real estate transactions and will make it more expensive. The potential sellers will face delays and additional costs while dealing the certification authorities", Marius Stračkaitis, the President of Chamber of Notaries said.

"We think that new provisions are futile. Most of the buildings in Lithuania are old and obviously inefficient. It would be meaningful to require such certificates only when new or renovated buildings are sold, only then the buyer receives the assurances of energy efficiency", Mr. Stračkaitis said.
