Facing reforms Kyrgyzstan notaries receive advice from Lithuanian and German experts

The consultations took place as a part of EU Rule of Law Mission in Kyrgyzstan, implemented by German organization of international co-operation (GIZ).

The time of consultations coincided with the introduction of draft Law on Notaries, which envisions a set of important notarial reforms aimed at reaching Latin notariat standards. The draft proposes introduction of single notariat, regulation of numbers of notaries (quotas), introduction of tarriffs, expansion of competences.

At present time the notariat of Kyrgyzstan has transitional features, with 417 private and 86 governmental notaries working in the country of six million people. The Chamber of Notaries has a legal status of public organization, without a mandatory membership of notaries. There is an absence of notarial tarriffs, private notaries are deprivated of a right to notarize a number of deeds, including testaments. Without a territorial quotas, notaries amass the large cities, but there is a lack of notaries in rural areas.

Mr. Bock and Mr. Stračkaitis enjoyed an opportunity to address the high governmental representatives of Kyrgyzstan. The Minister of Justice, Mr. Uran Akhmedov, has attended sessions on both days of consultations. German and Lithuanian experts introduced both the major principles of Latin notariat and details of notarial regulation in Germany and Lithuania.
