Mr. Stračkaitis is a member of International Notarial Cooperation Commission of International Union of Notaries (UINL). This has been his second trip to Middle Asia, contibuting to the better understanding by UINL of the countries undergoing notarial reforms. M. Stračkaitis visited Kyrgyzstan in late January, 2018.
The visit was organized by the Ministry of Justice of Uzbekistan. The meetings were dedicated to the upcoming reforms, paving the way for transition from state-controlled to private notariat in Uzbekistan.
After the amendments to the Law on Notariat in 1996 private notaries have been introduced along with functioning of state-controlled notaries. Both types of notaries have been licensed for this work. But in 2010 a setback took place when the Government decided to return to purely state-controlled notarial system. In February 2017, the President of Uzbekistan has announced a decree envisioning the strategic direction for development of Latin-type notariat. The draft Law on gradual transition towards private notariat has been introduced. Uzbekistan is considering a possibility of joining becoming an UINL observer.
M.Stračkaitis visited notarial offices in Tashkent and Samarkand.
