A delegation of the Notary Chamber of the Republic of Uzbekistan visited Lithuania on October 10-13, 2024 in order to get acquainted with the eNotary system used by Lithuanian notaries, remote notarial acts, work organisation, archive storage and other aspects of Lithuanian notariat.
The delegation was headed by Dilshod Ashurov, the President of the Notary Chamber of the Republic of Uzbekistan Dilshod Ashurov, who is also the Chairman of the Asian Affairs Commission of the International Union of Notaries. Mr. Ashurov was accompanied by four other private notaries working in different parts of Uzbekistan - Rustam Akhmetov, Mirsakhat Yuldashev, Iroda Mustafaeva and Gulsara Ishmuratova.
The Uzbek notaries visited the 2nd and 33rd Notary Offices in Vilnius, the headquarters of the Lithuanian Chamber of Notaries, and learned about the history of Lithuania by visiting the museums of the Palace of the Grand Dukes and Trakai Castle.
Over the past few years, Uzbekistan has implemented several major legislative reforms that have helped transform the state-run notariat into a free, Latin-style one. 1 January 2020, Uzbekistan has legalised private notariat alongside the still existing state-run notarial system and opened private notary offices. A Notary Chamber has been established to bring together all private notaries. Notaries of public notarial offices may also become members of the Chamber. On 17 September 2020, the presidents of the Lithuanian and Uzbek Chambers of Notaries remotely signed a Memorandum of Cooperation, whereby the parties agreed to exchange legal information in the field of notarial activities, to organise exchanges of delegations, to cooperate in the fields of qualification training, improvement of notarial functions, modernisation of the profession and improvement of the culture of customer service, to organise joint international conferences, seminars, meetings and other international events.
In 2022, the Notary Chamber of the Republic of Uzbekistan was admitted to the International Union of Notaries, which brings together more than 90 countries that recognise the principles of Latin Notariats.
For his support to the reforms of the Uzbek notariat, Dilshod Ashurov presented the President of the Lithuanian Chamber of Notaries, Marius Strackaitis, with a medal established by the Notary Chamber of the Republic of Uzbekistan.
